If anyone is following this case, I sent in a possible tip. I came across an unidentified person that matches her description and roughly the time frame. Description included a scar as noted, same build, eye color, hair color, and age.
These have been excluded from her case so far. I’m not sure if the one you reported is on here but I hope it helps!
